Our Correctional Health Care Management Team

Jeff Archambeau, CEO


 

Jeff has had a successful career building and managing clinical programs in corrections, mental health, and physical health systems, in both the private and public sectors. He has also directed large at-risk contracts under the state Medicaid program.

Prior to joining CHP, Jeff was Executive Director for Access Behavioral Care, the Behavioral Health Organization (BHO) for the City and County of Denver, and from 2002 to 2004 was also Executive Director for the BHO for Park, Teller, and El Paso counties.

In his spare time, Jeff enjoys reading both fiction and non-fiction books, cooking, camping, hiking, and snowshoeing with family and friends.

Steve Krebs, MD, Chief Medical Officer


 

Steve Krebs has been a practicing Internal Medicine physician and hospitalist in the Denver metro area for 16 years. Dr. Krebs began his medical career in 1993 as the Chief Resident in Internal Medicine at Saint Joseph Hospital in Denver. At the time, Saint Joseph was the hospital provider for the Jefferson County Jail System. Dr. Krebs served as the attending physician for all Jefferson County offenders. A practicing hospitalist, Dr. Krebs maintains his Board Certification in Internal Medicine, and is an AICD diplomate in metabolic bone disease. In 2007, he was recognized as the “Thomas Jefferson Memorial” winner for Ethics in Business and Medicine given by the Golden, Colorado Rotary, and Colorado School of Mines Ethics Department.

Dr. Krebs was initially the Chief Medical Officer overseeing the clinical delivery and management systems for CHP’s corrections programs since its inception.

Karen Schmedeke, RN, Vice President of Clinical Operations


 

Karen Schmedeke, RN, BSN, CCHP, is responsible for implementation and management of clinical and quality operations for Correctional Health Partners. Ms. Schmedeke has more than 25 years of nursing and management expertise and has led multidisciplinary teams of healthcare professionals in various settings: acute care hospital units, utilization and quality management, coordination of care, and complex special needs case management.

Karen has achieved professional certification in the field of correctional healthcare and has demonstrated mastery of national standards and the knowledge expected of leaders working in the corrections field. Participating in the delivery of our correctional services since inception, she brings this extensive experience to the clinical programs and services we provide to our customers. Under her leadership, measurable improvements in the efficiency of offender care have resulted in notable financial savings and improvement in the delivery of care for offenders.

 

Paul Morris, RN, CFN, CCHP, Director of Business Development 

Paul Morris leads our product development, business acquisition, and contract implementation efforts with delivering comprehensive healthcare services for correctional facilities.  

Mr. Morris joins Correctional Health Partners with 17 years of experience as a healthcare professional in correctional and hospital settings. He also served in the U.S. Army for 20 years where he held esteemed roles of Platoon Leader, Infantry Company Commander, Infantry Battalion Executive Officer, and Military Assistance Advisor to Saudi Arabian forces in the Gulf War.

For the past 16 years, Paul has utilized his talents working with correctional facilities to improve the overall healthcare delivery process and implement costs controls – from intake through re-entry into the community. Paul came to CHP from Muscogee County Jail in Columbus, Georgia, where he served as Health Services Administrator for 15 years.  He also served as Health Services Administrator for Southern Nevada Women’s Correctional Facility in Las Vegas. In these roles, Paul was responsible for managing all aspects of medical, dental, and mental health services provided both on and off site.  This included recruitment, hiring, and training of health services staff to ensure delivery of quality care for inmate populations ranging in size from 600 to 1,900. 

Mr. Morris has an extensive background lecturing on key challenges impacting correctional systems and surrounding communities – primarily related to safety, mental illness, and public health. He also brings many years of experience teaching topics including disaster preparedness, citizen emergency response, and suicide prevention. In addition, Paul holds several professional certifications including the Certified Correctional Health Professional designation through NCCHC. He is also affiliated with a range of organizations including the American Correctional Health Services Association where he served as Georgia Chapter President and National Board Member. His overall experience has provided him with the tools, knowledge, and expertise to effectively address and manage these challenges.

 

Greg Lockman, Director of Claims


 

Greg Lockman has managed the Claims Department from the company’s first correctional contract. His expertise in clinical and financial analysis, configuration of claims systems, and management of claims operations has been invaluable to Correctional Health Partners and our clients. Greg has over 17 years experience in healthcare, 13 years in claims and claims management, four years as a financial and utilization analyst, and nine years specifically related to corrections.
